Early Years Coordinator
28 hours per week

Position Summary:
The Early Years (EY) Coordinator will oversee the development, planning, implementation and evaluation of EY programs to ensure quality services are delivered with integrity in safe, non-judgmental, nurturing environments for adults and children. This includes:
➢ Family Resource Program (FRP) Network which includes the drop-ins offered at Family Place sites located throughout Chilliwack. FRPs are parent child interactive centers that promote healthy child and family development through play-based, drop-in learning opportunities and by providing referrals to additional support services throughout the community.
➢ Better Beginnings prenatal nutrition program which promotes healthy pregnancies and healthy child, and family development. Family development encompasses the five domains of health, cognitive, physical, social, emotional, and mental.
➢ Securing new grant funding to enhance our existing Early Years programs.

Qualifications:
Education, Training and Experience:
• Diploma in a related Human/Social Services field.
• Certificate in Early Childhood Education, plus Special Needs or Infant Toddler / Under Three Certificate.
• ECE License to practice.
• First Aid and CPR Certificate.
• Food Safe.
• Documented training in child development, parenting models and family dynamics.
• Minimum one (1) year of supervisory experience.
• Minimum three (3) years’ experience working as a leader in the Early Childhood Development field. Documented training in community development, adult facilitation/instruction, child develop and family dynamics.
• Experience working with vulnerable populations, individuals with special needs, and multi-cultural groups including First Nations.

• Strong financial skills including developing and monitoring budgets.
• Ability to manage time and prioritize task effectively.

Key Duties and Responsibilities:
1. Oversee the day-to-day operations of all Early Years Programming.
2. Plans and develops the FRP Network and Better Beginnings programs and service in consultation with the Early Years Director, Early Years Coordination team and direct program employees.
3. Plans and develops early years & family programs in consultation with employees.
4. Assists with the formulation of program policies and procedures and evaluates the Early Years programs in consultation with Director and Regional Coalition partners.
5. Participates in the recruitment and selection of program employees by performing duties such as screening applicants, participating on interview panels, and making hiring recommendations.
6. Schedules direct program employees and qualified casuals in accordance with program requirements. If required, assisting with back-up staffing if casuals are unavailable.
7. Provide support, training and supervision for program employees by performing duties such as conducting monthly support / supervision meetings, assigning work, providing feedback on performance, and conducting annual performance evaluations.
8. Schedules, plans and conducts regular team meetings with direct program employees. Disperses minutes from team meetings to employees and Early Years Director.
9. Orients, determines the need for, and provides training opportunities to program employees, volunteers and practicum students.
10. Ensures the necessary facilities and equipment are in place, program guidelines and policies are adhered to, and standards of practice are met through following best practices.
11. Monitors and authorizes program expenditures and maintains financial records in accordance with established agency procedures. Assists with the preparation of program budgets for submission to senior management.
12. Seeks out and completes applications for funding with aims to both support current Early Years initiatives, as well as to pursue growth in services.
13. Liaises with community service providers and other professionals to develop community relationships, promote program partnerships and coordinate service provision.
14. Promotes public awareness of and support for Chilliwack Community Services’ programs by representing the agency/programs at provincial, regional and local meetings and events.
15. Oversees the maintenance of related records including client, program and volunteer statistics and produces funding and electronic performance management reports as required.
16. Complete reporting and oversight for any sub-contracts or service contracts, including the Family Navigator program.
17. Work collaboratively and respectfully with the Early Years Coordination team to provide leadership and direction to all Early Years programs and services operated by Chilliwack Community Services.
18. Complete all mandatory learning requirements.
19. Performs other relevant duties as required.

General:
▪ Wage rate as per BCGEU Collective Agreement, Program Coordinator 2, Grid Level 14 – $33.77 per hour, plus health and dental benefits.
▪ This position requires Union membership.
▪ This position is open to all persons.
▪ This position requires successful completion of a criminal record check.
▪ This position reports to the Early Years Director.
